<p><b><span lang="EN-US">More development aid channeled through the banks as UN is increasingly sidelined, OECD Report finds</span></b></p>

<p><span lang="EN-US">The Organisation for Economic Cooperation and Development (OECD) has just released the latest edition
of its “Multilateral Aid” report series which looks at recent trends in development aid provided by multilateral institutions
such as the World Bank and the United Nations .</span></p>
<p><span lang="EN-US">The 2010 report highlights that although the percentage of Official Development Assistance given by
multilateral institutions remains stable overall, the share of funds disbursed by the UN has decreased. The report also notes
that in the wake of the global crisis, lending to poor countries has dramatically increased as grant aid is falling.</span></p>
<p><span lang="EN-US">Furthermore, donor countries channeling money through the multilateral institutions increasingly earmark
their funds for specific ends, meaning that aid allocation decisions are donor-driven rather than needs-based. This also takes
development decisions out of the hands of developing countries, undermining their ownership of development. </span></p>
<p><span lang="EN-US">The OECD report also addresses the <i>effectiveness</i> of multilateral aid, debates the surge in climate
funds, and scrutinises the international financial institutions’ actions taken in response to the global economic crisis.
