Klimagjeld

I dag hersker det liten tvil om at menneskeskapte klimaforandringer er en av vår tids største utfordringer. Med stor sannsynlighet vil utviklingsland rammes hardere av den globale oppvarmingen enn industrialiserte land. Utviklingsland må dermed takle problemer som i utgangspunktet skyldes de industrialiserte landenes utslipp av fossilt brensel. 


I fjor høst ble det kunngjort at Norge forplikter seg til å støtte Verdensbankens klimainvesteringsfond med 50 millioner dollar, og har derfor fått en plass i styret til «Strategic Climate Fund». Dette fondet ble opprettet av Verdensbanken for at land som ikke har råd til å gjennomføre klimatiltak skal få støtte til dette, blant annet gjennom lån. Tanken om å gi lån til fattige land som ønsker å sette i gang tiltak for å tilpasse seg klimaendringene står i klar motsetning til den vanlige tankegangen i FNs klimaforhandlinger om at tilpasningstiltak først og fremst skal finansieres av rike land som erstatning for de klimaødeleggelsene den rike verden har påført den fattige.

Skal vi løse klimautfordringene er det svært viktig at vi unngår at metodene våre fører til nye problemer, både økonomiske og miljømessige. SLUG krever at finansiering av klimatilpasning ikke skal føre til akkumulering av ny gjeld for utviklingsland.

    <p>Economic growth is a powerful tool for lifting people out of poverty in developing countries. Previous experience shows that reductions in income poverty have been largest in regions which achieved high growth rates. The impact of growth on poverty however is not straightforward and several issues are often overlooked which mean that some groups are left behind in the growth process. In a new briefing paper, Eurodad member <a href="http://www.savethechildren.org.uk/" target="_blank">Save the Children</a> raises concerns that without a more nuanced discussion on the relationship between economic growth and poverty reduction, children will not fully gain from the potential benefits of growth.</p>
