Kjære president Obama

De globale klimaforhandlingenes - og kampen mot klimaendringers - suksess er i stor grad avhengig av at i-land oppfyller sitt ansvar for å overføre hundrevis av milliarder av dollar hvert år til støtte til utviklingsland for å håndtere global oppvarming og overgangen til bærekraftige og rettferdige økonomier. Disse pengene vil bare være like effektive som de institusjoner de blir kanalisert gjennom.

Vi oppfordrer deg og ditt forhandlingsteam til å hevde offentlig at Verdensbanken og de regionale utviklingsbankene ikke bør spille en rolle i håndteringen av global klimafinansiering.

Finansiering for å bekjempe klimaendringer må forvaltes av en institusjon som er demokratisk styrt, som har miljømessige integritet, og som sikrer deltakelse fra lokalsamfunn og mennesker som er rammet av klimaendringer. Verdensbanken er ikke denne institusjonen.

• Verdensbankens historie med å stille krav om politiske betingelser og program til utviklingsland, samt dens udemokratiske styringsstrukturer, sverter alvorlig institusjonen. Utviklingsland, som kommer til å bære den tyngste byrden av klimaendringer, er de som er minst representert i banken.
• Verdensbanken fortsetter å være en ledende finansieringskilde for fossilt brensel. I april 2010 hadde banken allerede satt ny årlig rekord for utlån til fossilt brensel med 4,7 milliarder dollar, primært til kullkraftverk.
• Verdensbanken er ikke effektiv når det gjelder å sikre at lokalsamfunn og folk selv bestemmer politikken og programmer som påvirker dem.

Het er et alternativ. Vi oppfordrer USA til å støtte etableringen av et multilateralt klimafond under UNFCCC som har en rettferdig styringsstruktur, som prioriterer deltakelse av berørte lokalsamfunn, som operere med full transparens og ansvarlighet, og som gir direkte tilgang til finansiering.
